The ISU was strong because it posed a threat to infantry and tanks at the same time, making direct approaches extremely difficult and any kind of long winded engagement a loss, as the ISU would wiggle your units down one by one from a safe distance. Being harder to use is a non-issue, especially in a game like CoH2 with a relatively low micro skill cap when compared to other games of its kind. If that was the issue with it, Relic would have just implemented manual targeting of units as they intended before going the HE/AP switch route. People saying the issue with it is that you have to "baby sit it" now, have it all wrong.
